Job Summary
Create and maintain Item Purchase Descriptions within TIMS or EDMS programs, updating components like Description, Item Name Code, and Characteristics within two weeks of receipt. Research applicable technical standards and manufacturer part numbers to validate data against FLIS and ensure consistency across GSA databases. Prepare weekly and monthly quality status reports covering validation checks, error rates, and compliance with standards. Submit cataloging requests to add part number references and CAGE codes to TIR-FLIS, ensuring all documentation is recorded and uploaded for review.

- Experience with TIMS or EDMS programs
- Ability to perform product research
- Ability to conduct technical data validation
- Ability to perform product cataloging
- Ability to conduct quality reporting
- Ability to write technical documentation
- Knowledge of powered and non-powered hand tools
- Ability to act as a central point of contact for branch-level work
- Ability to coordinate personnel
- Ability to complete two-way Item Purchase Description updates within two weeks
- Ability to update Item Purchase Description components including Description, Item Name Code, Characteristics, Unit of Issue, Notes, and Components
- Ability to determine special instructions, performance standards, exceptions, item labeling, packing, packaging, marking, and product palletization requirements
- Ability to record Item Purchase Description changes including modification performed, date of execution, reason for change, and individual making the update
- Ability to research and apply applicable technical standards and references including ASME, SAE, FED-STD, MIL-STD, CID, ANSI, QP4, and QPD
- Ability to research previous technician updates using NSN Item Purchase Description history, shared GSA network drives, and FLIS
- Ability to perform market research to identify current manufacturer part numbers and supplier information
- Ability to submit cataloging requests to add part number references and CAGE codes to TIR-FLIS
- Ability to determine correct salient characteristics and specification information for tools-related items
- Ability to record relevant documentation including Technical Information Reports, special circumstances, and email correspondence
- Ability to submit relevant documentation including technical data sheets and email correspondence for scanning or upload to EDMS
- Ability to research product industry trends to modernize Item Purchase Descriptions
- Ability to review technical drawings associated with Item Purchase Descriptions
- Ability to validate Item Purchase Description data and FLIS data for each NSN action
- Ability to verify approved Item Name Code in the Item Purchase Description matches FLIS
- Ability to verify accuracy of Item Purchase Description characteristics including unit of issue, method of purchase, acquisition advice code, and environmental codes
- Ability to prepare cataloging update requests including NCAL requests to update the FLIS Total Item Record
- Ability to ensure consistency among data housed in GSA Acquisition Centers' databases and GSA digitized and archived technical files
- Ability to notify Engineering Section Division members as directed regarding changes to unit of issue, acquisition advice code, method of purchase codes, special projects requiring NSNs, activation, effectiveness, expiration, termination, cancellation, duplication, or logistical relocation of NSNs
- Ability to prepare weekly Tools Branch Quality Status Reports covering quality goals, validation checks, inconsistencies, NCAL request status, standards research, work status, error rates, discrepancies, and compliance with quality standards
- Ability to prepare monthly progress report inputs covering NSNs received, NSNs completed, production plans, cataloging requests, PICS requests, risks, issues, and mitigation strategies
- Ability to obtain and maintain required security clearances
