Senior Substation Estimator / Cost Engineer

Job Summary
Develop conceptual, preliminary, and detailed construction cost estimates for utility transmission and substation projects using design drawings, specifications, and field data. Perform detailed quantity takeoffs for civil, structural, electrical, relay, and commissioning work while preparing bid tabulations, comparative cost analyses, and contractor proposal evaluations. Manage project cash-flow forecasts, variance analysis, and change order reviews to support budgeting, procurement activities, and funding approval efforts. Collaborate with project managers, engineers, and client stakeholders to develop project execution plans, cost-control strategies, and risk assessments for high-voltage substation projects exceeding $10 million.
Required Qualifications
- Bachelor's Degree in Engineering, Construction Management, Quantity Surveying, Business, or related field preferred
- Minimum 10 years of construction estimating experience
- Minimum 5 years of experience estimating electric utility, transmission, or substation projects
- Demonstrated experience preparing estimates for projects exceeding $10 million in construction value
- Experience reviewing contractor bids and evaluating change orders
- Strong understanding of utility construction contracting practices
- Advanced Microsoft Excel skills
- Excellent written, verbal, and interpersonal communication abilities
- Must be able to travel to client offices and project sites
- GFT does require the successful completion of a criminal background check

- AACE Certified Cost Professional (CCP)
- Certified Estimating Professional (CEP)
- Project Management Professional (PMP)
- Utility owner, EPC, EPCM, PMOC, or Owner's Engineer experience
- Experience supporting investor-owned utility clients
- Familiarity with Utility construction contracts
- Familiarity with Cost forecasting methodologies
- Familiarity with Earned value concepts
- Familiarity with Utility capital project delivery
- Experience estimating projects involving High-voltage substations (115kV–500kV)
- Experience estimating projects involving Circuit breaker replacements and upgrades
- Experience estimating projects involving Protection and control systems
- Experience estimating projects involving Relay and metering installations
- Experience estimating projects involving Underground cable and duct bank construction
- Experience estimating projects involving Equipment foundations and structural steel
- Experience estimating projects involving Site civil improvements and grading
- Experience estimating projects involving Testing and commissioning activities
- Experience estimating projects involving Utility outage-driven construction programs
