Job Summary
Senior Staffing Specialist responsible for full-cycle federal staffing and recruitment support, including workforce planning, recruitment strategy, candidate assessment, selection, onboarding, and personnel action processing. Will consult with managers to develop hiring strategies, establish qualification requirements, and identify appropriate recruitment and assessment methods. Conduct job analyses, create and manage vacancy announcements in USA Staffing, evaluate applicant eligibility and qualifications, issue referral certificates, determine pay-setting recommendations, and support security and suitability processes (background investigations and entry-on-duty requirements). Prepare offers and onboarding documentation, maintain personnel records for compliance, respond to audits, and monitor hiring metrics. Will support workforce restructuring initiatives such as reduction in force (RIF) activities and related workforce management functions.
Required Qualifications
- 7 years of experience conducting the full range of federal civilian staffing and placement duties including determining assessment methods, vacancy announcements in USA Staffing, candidate qualifications, and referral issuance
- Knowledge of laws, statutes and regulations governing Title 5 and excepted service rules of the CFR; ability to work independently with minor direction
- Delegated examining certification
- Demonstrated experience with federal reduction in force and workforce reshaping efforts
