Job Summary
Spearhead end-to-end applications for the Monetary Authority of Singapore (MAS) Major Payment Institution (MPI) license, specializing in Digital Payment Token and Single-Currency Stablecoin issuance services. Act as the primary liaison with MAS throughout the application, review, and ongoing examination processes, while managing mandatory independent external auditor assessments and legal opinions. Design and implement policies ensuring strict adherence to the MAS Stablecoin Regulatory Framework, including daily reserve asset management, segregation, and independent valuation protocols. Develop and maintain AML/CFT frameworks aligned with the Payment Services Act, overseeing Customer Due Diligence, Enhanced Due Diligence, and ongoing transaction monitoring. Enforce Technology Risk Management and Cyber Hygiene guidelines alongside IT and executive leadership. This individual contribution role requires 10+ years of regulatory compliance experience in banking, fintech, or digital assets.
Required Qualifications
- 10+ years of direct experience with proven track record of driving Monetary Authority of Singapore (MAS) Major Payment Institution (MPI) license applications for Digital Payment Token (DPT) and Single-Currency Stablecoin (SCS) services
- Minimum 10+ years of regulatory compliance experience in banking, fintech, or digital assets
- proven track record of successfully securing MAS Major Payment licenses
- Deep, practical knowledge of the Payment Services Act (PS Act)
- hands-on operational familiarity with the MAS SCS Regulatory Framework
- Minimum: Bachelor's degree or above
- Recognized compliance or AML certifications such as Certified Anti-Money Laundering Specialist (CAMS) for fighting money laundering, and the Certified Regulatory Compliance Manager (CRCM) for banking and financial services
