Senior Proposal Manager

Job Summary
Oversee the full lifecycle of proposal development from initial RFP release through final submission, coordinating cross-functional teams and managing schedules to ensure high-quality, compliant deliverables. Analyze RFP requirements to make process and content recommendations, define style conventions, and approve templates while developing and maintaining proposal schedules. Lead proposal kick-off meetings, facilitate internal reviews, and consolidate RFP questions before submission, ensuring full compliance with RFP requirements throughout the lifecycle. Coordinate reviews with Legal, Contracts, Insurance, and other stakeholders, prepare review packages, and manage the collaboration workspace to support graphics development and production activities. Track successful proposal delivery, confirm submissions, and support the preparation of oral presentations.
Required Qualifications
- Bachelor's degree in Business, Communications, Marketing, or a related field, or equivalent professional experience
- 5+ years of experience in proposal management, bid management, or proposal coordination within a relevant industry
- Experience managing multiple proposals simultaneously in a fast-paced, deadline-driven environment
- Experience supporting State and Local Government tenders, RFPs, and procurement processes
- Knowledge of structured proposal development methodologies
- Strong project management, planning, and organizational skills
- Excellent written, verbal, editing, and presentation skills
- Ability to interpret complex technical information and translate it into clear, customer-focused content
- Experience leading large, strategic, or highly technical proposals
- Familiarity with government contracting requirements, procurement processes, and formal tender responses
- Proficiency with Microsoft Office Suite and proposal management tools such as SharePoint and content libraries
