Job Summary
Lead proposal efforts from solicitation release through final submission for the company's federal business portfolio. Develop schedules, compliance matrices, and review plans while coordinating activities across business development, finance, contracts, and executive leadership. Draft, edit, and refine content including executive summaries, staffing plans, and past performance narratives to ensure submissions are compliant and compelling. Facilitate Pink, Red, Gold, and Executive Review processes and manage proposal libraries, resume databases, and past performance repositories. Maintain standard operating procedures, job aids, and tools to improve efficiency, while supporting capture managers during opportunity qualification and bid/no-bid reviews. Conduct competitive analysis and assist with teaming packages and capability statements. Provide reporting to leadership and support strategic growth initiatives.
Required Qualifications
- Bachelor's degree in English, Communications, Business, Public Administration, Marketing, or related field, or equivalent experience
- 7+ years of federal proposal management experience
- Demonstrated experience managing complex federal proposals from solicitation through submission
- Strong understanding of federal acquisition processes and proposal requirements
- Exceptional writing, editing, communication, and organizational skills
- Experience facilitating color team reviews and managing proposal schedules
- Experience developing compliance matrices, outlines, proposal templates, and review packages
- Proficiency with Microsoft Office Suite, SharePoint, Adobe Acrobat, and collaboration tools
- Active Secret Clearance or ability to obtain and maintain one
- Restricted to U.S. persons as defined under 8 U.S.C. 1324b(a)(3)
Desired Qualifications
- Experience supporting Department of Defense, Department of Homeland Security, U.S. Coast Guard, DLA, USTRANSCOM, or related federal customers
- Experience supporting opportunities valued at $10M-$100M+
- Familiarity with Shipley-based proposal methodologies
- Experience developing proposal graphics and executive-level presentations
- Experience implementing AI-enabled proposal development tools and content management systems
