Job Summary

Senior Property Rehabilitation Specialist provides technical expertise and administrative support for the rehabilitation and reconstruction of housing and related structures. The role involves inspecting properties to determine needed improvements, planning and developing construction specifications, coordinating with wholesalers, suppliers, and contractors, and supervising rehabilitation crews or specialists. When assigned to Rochester Housing Authority, the position includes contract compliance duties and serving as liaison between property owners and contractors during the one-year guarantee period. Requires knowledge of multiple trades, reading blueprints and architectural drawings, cost estimation, and ability to write clear specifications, explain technical information to clients, and lead a team. The role requires regular site inspections in Rochester, NY, and valid driver’s license along with vehicle availability.

Required Qualifications

  • High School Diploma or equivalent AND
  • A. Five (5) years of experience involved with the execution of construction contracts for residential and/or commercial rehabilitation projects. This experience must include the following:
  • Writing specifications and estimating costs;
  • Performing trade work tasks, in areas such as carpentry, electrical, plumbing, masonry, etc.;
  • Inspecting completed trade work for contract or code compliance;
  • Construction management.
  • B. Two (2) years of experience directly dealing with customers or clients, performing tasks such as developing construction plans, explaining methods and materials, or resolving complaints. (This experience may be acquired at the same time as A above.)
  • NOTE: An Associate's degree in Construction Technology or related field may substitute for one (1) year of experience as defined in A above.
  • *Where a high school diploma is lacking, work experience requiring reading, writing, and performing arithmetic computation on a daily basis may be substituted year-for-year on a case-by-case basis.
  • Possession of a valid New York State Class D driver’s license at time of appointment AND availability of a vehicle for use during working hours. This requirement must be maintained throughout employment in this title.
