Job Summary
Manage multidiscipline transportation design projects from preliminary studies through final delivery, overseeing project managers and engineers while developing work plans and budget projections. Coordinate schedules for concurrent and long-term projects, track milestones for on-time, on-budget completion, and complete monthly accounting and invoicing. Lead business development by writing proposals, recruiting staff, and negotiating contract terms with TxDOT and governmental entities. Resolve design conflicts, review submittals, and represent the firm in meetings with public agencies. This role requires a Licensed Professional Civil Engineer with 10+ years of experience to support Westwood's team in growing its transportation design services.
Required Qualifications
- 10+ years of diverse roadway design and project management experience supporting public sector infrastructure transportation design projects
- Manage the design and delivery of multidiscipline projects in a profitable manner
- Supervise the work of project managers and engineers
- Develop project work plans and budget projections and effectively deploy resources
- Review, interpret and act on business metrics, including utilization, backlog, work in process and account receivables
- Prepare, maintain and coordinate schedules of multiple concurrent projects and complex long term projects
- Develop and track milestones to ensure on-time and on-budget delivery
- Complete monthly project accounting and invoicing
- Implement and maintain QA/QC procedures
- Participate in contract bidding, provide limited observation during construction, review submittals and RFIs
- Resolve design conflicts and field construction issues
- Represent clients and firm in meetings with governmental agencies
- Write proposals, prepare qualification packages and lead interviews
- Recruit, grow, mentor and train staff
- Build relationships internally and externally with clients and strategic partners
- Lead business development activities
- Negotiate contract terms and conditions with TxDOT and other governmental entities
- Ensures division, regional, and company values, policies and practices are consistently followed within the survey service

- Demonstrated ability to manage projects under the TxDOT delivery process
- Extensive knowledge of geometric design and other related design elements
- Knowledge and experience with the full roadway project lifecycle from preliminary studies through final design
- General knowledge of construction with experience providing construction phase services
- Track record of successfully winning and delivering projects
- Experience developing and implementing marketing pursuit strategies
- Demonstrated ability to develop relationships with peers, clients, and public agency staff
- Ability to coach and motivate others
- Detail-oriented but also flexible enough to be big picture/conceptual
- BS in Civil Engineering
- Licensed Professional Civil Engineer (PE) in TX
- 10+ years of progressive experience in transportation design and project management
- This position may require travel to project sites and other Westwood offices throughout the United States
