Senior Project Manager- Permitting

Job Summary

Manage the full lifecycle of permit-related projects from initial filing to certificate of occupancy, serving as the primary communication hub for clients, municipal agencies, and internal stakeholders. Provide proactive daily and weekly status updates, escalate issues before delays occur, and maintain detailed project records while overseeing entitlements, timelines, and risk tracking. Coordinate with plans examiners and internal teams to ensure compliance with internal procedures and project quality standards, preparing reports and milestone updates for leadership. Contribute to productivity goals and mentor other project team members within a high-volume, deadline-driven environment. This role supports Milrose Consultants' nationwide permitting and construction compliance efforts in the Mid-Atlantic region.

Required Qualifications

  • Strong, proactive communication skills - both written and verbal - with a demonstrated ability to keep clients and stakeholders informed before they ask for updates, set clear expectations, and communicate delays or issues before they escalate
  • Strong initiative and a genuine desire to learn: this role requires someone who takes ownership, digs in independently, and actively builds expertise in an evolving field
  • Strong organizational and problem-solving skills with ability to multitask
  • Ability to work independently and collaboratively across internal departments
  • Proven experience collaborating with internal and external project teams, with the ability to motivate, delegate, and drive accountability across multiple priorities
  • Ability to work on complex projects simultaneously
  • Proficiency in Microsoft Office and project management tools
  • 5+ years of experience in permitting and / or entitlements in the Mid-Atlantic region
  • Must reside in Maryland, Virginia, or Washington DC
  • Must be willing to travel to building departments in this region for in-person submissions or meetings, when required

Desired Qualifications

  • Knowledge of permitting workflows, municipal codes, and development processes
  • Experience with multi-state or national rollouts in retail, hospitality, or commercial sectors
  • Bachelor's degree in Architecture, Engineering, Urban Planning, or a related field
