Senior Project Manager of Capital Improvements

Job Summary

Own and drive the full lifecycle of capital planning and implementation across 3,000+ affordable housing units. Direct the multi-year capital improvement program, including budget development, reserve management, and execution of renovations from concept to closeout. Commission Capital Needs Assessments post-investor exit and translate findings into sequenced work plans. Ensure portfolio-wide compliance with NYC Local Laws (including LL97, LL11/FISP, LL88/87) and coordinate with DOB, DEP, and HPD. Own property and construction insurance functions, manage claims, and maintain risk registers to minimize fines and premium impact. Lead a team of project managers and contractors while reporting KPIs and portfolio condition to executive leadership and the Board.

Required Qualifications

  • Bachelor's degree in construction management, engineering, architecture, urban planning, real estate, or a related field
  • Minimum of 5–10 years of progressive experience in construction and capital improvement management
  • Experience in affordable housing
  • Demonstrated leadership/ownership of a capital program or portfolio
  • Direct experience commissioning and interpreting Capital Needs Assessments
  • Experience planning major capital work
  • Demonstrated experience owning regulatory compliance for a real estate portfolio
  • Demonstrated experience owning insurance/risk for a real estate portfolio
  • Prior experience supervising staff
  • Prior experience managing external consultants and contractors
  • Deep knowledge of NYC Local Laws
  • Knowledge of building codes
  • Knowledge of safety standards
  • Knowledge of construction methodologies
  • Strong command of affordable housing programs
  • Knowledge of regulatory agencies (HPD, HCR, HUD, DOB, DEP)
  • Proven financial acumen
  • Experience owning multi-million-dollar capital budgets
  • Experience with reserves
  • Experience with forecasting
  • Experience with variance reporting
  • Working knowledge of property and construction insurance
  • Working knowledge of builder's risk
  • Working knowledge of claims/loss control
  • Proficiency in construction and project management software
