Senior Project Manager - Highway/Traffic

Job Summary
Lead planning, design, and delivery of highway reconstruction, roadway safety, and complete streets projects for local, county, state, and federal agencies. Manage multidisciplinary teams through permitting and construction support while overseeing scope, schedules, budgets, and staffing. Prepare design plans, specifications, and cost estimates using AutoCAD Civil 3D and MicroStation, ensuring compliance with NJDOT, PennDOT, and municipal standards. Serve as primary client contact for existing and new business, coordinating with regulatory agencies and utility stakeholders. Mentor engineering staff, lead proposal development, and provide construction support including shop drawing reviews and field coordination. Monitor financial performance to maintain project profitability.
Required Qualifications
- Bachelor's degree in Civil Engineering or related field
- Professional Engineer (PE) License required
- 12+ years of progressive transportation engineering experience with increasing project management responsibilities
- Demonstrated experience managing roadway, highway, traffic, intersection, and transportation improvement projects
- Strong knowledge of NJDOT, PennDOT, county, and municipal transportation design standards and procedures
- Proficiency with AutoCAD Civil 3D and MicroStation design software
- Proven experience managing project budgets, schedules, staffing, and client relationships
- Experience leading proposal efforts and supporting business development activities
- Strong leadership skills with experience mentoring and managing engineering staff
- Active participation in professional organizations such as ASCE, ACEC, ITE, or similar
- Experience managing NJDOT and/or PennDOT projects
- Existing relationships with transportation agencies, counties, municipalities, and industry stakeholders throughout New Jersey and Pennsylvania
- Experience serving as Engineer of Record on transportation infrastructure projects
- Experience with Complete Streets, Vision Zero, pedestrian and bicycle facilities, traffic calming, and roadway safety improvement projects
Desired Qualifications
- New Jersey PE preferred or ability to obtain through reciprocity
- Knowledge of traffic engineering principles and transportation planning concepts
- Excellent written, verbal, and presentation communication skills
- Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)
