Job Summary
Lead end-to-end planning, execution, and closure of complex technology projects within the Child Support Management System and Integrated Eligibility System program. Develop detailed project plans, schedules, budgets, and status reports while managing scope, timelines, and dependencies across cross-functional teams. Identify, track, and mitigate risks; facilitate stakeholder meetings and steering committees to communicate status to technical and non-technical audiences. Coordinate requirements, design, development, testing, and deployment activities, ensuring deliverables meet quality standards, compliance requirements, and regulatory objectives. Apply Agile, Waterfall, or hybrid methodologies as needed and manage vendor and inter-agency coordination. Mentor project team members and junior staff. This role works closely with state stakeholders, business analysts, and architects to ensure solutions align with organizational goals. Local candidates are strongly preferred for onsite meetings in Albany, though telecommuting options exist for approved consultants.
Required Qualifications
- Must be legally authorized to work in the United States
- Must be able to attend onsite meetings in Albany
- Lead the end-to-end planning, execution, monitoring, and closure of complex technology projects
- Develop and maintain detailed project plans, schedules, budgets, resource plans, and status reports
- Manage project scope, timelines, deliverables, and dependencies across multiple cross-functional teams
- Identify, track, and mitigate project risks and issues
- Facilitate stakeholder meetings, steering committees, and workgroups
- Coordinate requirements, design, development, testing, and deployment activities
- Manage vendor and inter-agency coordination
- Apply appropriate project management methodologies (Agile, Waterfall, or hybrid)
- Track and report on project financials, resource utilization, and key performance indicators
- Manage change control
- Mentor and provide guidance to project team members and junior project staff
