Senior Project Engineer - Civil Construction

Job Summary

Serve as a senior technical reviewer for construction submittals, RFIs, shop drawings, and design clarifications, providing engineering responses without escalation for routine issues. Validate Design Joint Venture and Engineer of Record technical responses for impacts to scope, schedule, cost, safety, and field feasibility. Resolve technical issues from field conditions and proposed changes, escalating only complex matters to the Design Oversight Lead. Support preparation of Released for Construction drawings, manage engineering logs and dashboards to monitor progress across multiple Guaranteed Maximum Price packages, and coordinate review comments between design entities and construction teams. Function as a liaison between the Owner, contractors, and management to ensure alignment between design intent and execution. Participate in coordination meetings, prepare action logs, and support monthly design oversight progress reports while ensuring compliance with program policies and applicable standards.

Required Qualifications

  • Bachelor's degree and ten years of relevant experience or demonstrated equivalency of experience and/or education
  • Licensed Professional Engineer (PE)
  • Adherence to Amtrak and BPTR Program policies is mandatory
  • Availability to work in the Integrated Program Office in Baltimore, MD
  • Sponsorship for US employment authorization is not available now or in the future for this position

Desired Qualifications

  • Bachelor's degree in Engineering, Construction Management, or related field
  • Familiarity with alternate project delivery methods such as CMAR, Design-Build, and P3
  • Multi-disciplined experience to include structural experience
  • Demonstrated experience in independently reviewing and resolving technical issues on construction submittals and RFIs
  • Experience supporting large-scale infrastructure, rail, tunnel, or heavy civil projects
  • Proactive and self-directed with the ability to coordinate with multiple project team members, consultants, and contractors for specific initiatives
  • Proficiency with Microsoft Office Suite and SharePoint
  • Ability to work collaboratively within multidisciplinary teams
  • Excellent listening, interpersonal, written, and oral communication skills
  • Exceptional organization, time management, and prioritization skills with proven ability to balance competing tasks and meet deadlines
