Job Summary
Senior Program Manager to lead the full lifecycle delivery of potable water wells, well rehabilitation, and groundwater infrastructure projects across planning, design, construction, and startup in California. The role requires an engineering background, hands-on experience with water wells, and deep familiarity with California permitting processes (CEQA, county permits, environmental health, groundwater conditions) to coordinate with agencies, consultants, drilling contractors, and internal stakeholders; responsibilities include scheduling, budgeting, risk management, contract oversight, and executive reporting. Preference for California PE Certification, PMP/PgMP, and experience with groundwater treatment or PFAS projects. The position is hybrid in multiple California locations (Los Angeles, San Jose, Bakersfield, Chico).
Required Qualifications
- Engineering background (civil, mechanical, or related)
- 7+ years of program or project management experience in capital infrastructure
- Hands-on experience with water wells (drilling, design, rehab, groundwater investigations, pumping systems)
- Direct familiarity with California well permitting and environmental processes — CEQA, county well permits, environmental health, groundwater conditions, or related regulatory requirements
- Experience coordinating with multiple agencies and permitting stakeholders
- Strong contractor, consultant, and cross-functional leadership skills
- Proficiency with MS Project and Power BI
