Job Summary
Senior Program Manager – Water Well Engineering & Capital Projects leads full lifecycle delivery of potable water wells, well rehabilitation, and groundwater infrastructure across planning, design, construction, and startup in California. Oversees well design, drilling plans, construction methodologies, and rehabilitation strategies; coordinates with engineering consultants, drilling contractors, hydrogeologists, and internal utility stakeholders; maintains integrated schedules, risk registers, budgets, and Power BI dashboards; manages contract performance and regulatory interactions to obtain CEQA and county/environmental health permits. Requires engineering background and 7+ years of program/project management in capital infrastructure; hands-on water-well experience; proficiency with MS Project and Power BI. Preferred California PE Certification and PMP/PgMP credentials; exposure to groundwater treatment and regulatory processes.
Required Qualifications
- Engineering background required (civil, mechanical, or related)
- 7+ years of program or project management experience in capital infrastructure
- Hands-on experience with water wells (drilling, design, rehab, groundwater investigations)
- Direct familiarity with California well permitting and environmental processes — CEQA, county well permits, environmental health, groundwater conditions, or related regulatory requirements
- Experience coordinating with multiple agencies and permitting stakeholders
- Strong contractor, consultant, and cross-functional leadership skills
- Proficiency with MS Project and Power BI
