Job Summary

Manage multiple high-technology programs requiring development, manufacture, and testing of software, electronic, and electro-mechanical systems while ensuring contractual obligations are met within assigned budgets and schedules. Serve as the primary program contact with customers for programs valued between $15 and $500 million, exercising substantial decision-making authority to lead execution within cost and schedule constraints. Oversee all program activities from inception to completion, including proposal development, procurement, subcontracting, manufacturing, testing, and delivery. Direct cross-functional teams to integrate various organizational efforts and perform financial management, earned value analysis, and risk reduction. Develop proposals for new business, negotiate contracts, and mentor program managers.

Required Qualifications

  • Four-year college degree, or equivalent, in electronic, software or mechanical engineering or related technical discipline
  • Minimum of ten years of related technical or engineering experience
  • Seven years of project engineering/management, program management or other supervisory responsibility
  • Proficiency in Microsoft Office tools (Word, Excel, PowerPoint)
  • Proven ability to lead cross-functional program teams
  • Proven understanding of engineering, operations (procurement, subcontracting, and manufacturing), system integration and test, quality assurance, configuration management, logistics, contract administration, standard business practices, finance, and the relationship of programs within a portfolio
  • Ability to effectively communicate verbally and in writing, make presentations and conduct negotiations with customers, subcontractors, and vendors
  • Requires knowledge of government procurement, contracting, and standards and specifications

Desired Qualifications

  • Advanced engineering degree or MBA
  • Project Management Professional (PMP) certification
