Job Summary
Lead the planning, execution, and evaluation of complex organizational initiatives while acting as a high-level expert in data-driven decision-making. Analyze performance metrics, mitigate risks, manage budget processes, and develop policies to improve efficiency. Mentor staff, interface with senior leadership, and deliver executive-level briefings. Serve as a liaison between DoD, state, and local agencies, requiring proficiency with ETMS2 and Microsoft Office Suite. This role demands at least 15 years of experience in policy, analysis, program management, and research, with a Top Secret security clearance and U.S. citizenship. Based in Arlington, VA, the Senior Program Analyst supports UTRS's mission to deliver creative, high-quality, technology-based services to public and private sectors.
Required Qualifications
- U.S. citizenship
- Active (or the ability to obtain and maintain a) Top Secret security clearance
- Bachelor's or higher Degree in public administration, business, social science, or a related field
- At least 15 years of Federal, state, or private sector work experience focused on policy, analysis, program management, and research
- demonstrated ability to work under minimal supervision on high-stakes projects
- Prefer experience with the National Guard and related experience in Mission Assurance Programs
- Strong ability to work independently
