Senior Procurement Engineer

Job Summary
Manage end-to-end procurement activities for construction and infrastructure projects, including sourcing materials, subcontractors, and equipment while negotiating commercial terms and optimizing costs. Develop procurement strategies aligned with project schedules and budgets, prepare RFQs, RFPs, and tender documents, and conduct technical and commercial evaluations to award recommendations. Coordinate with Project Management, Engineering, and QA/QC teams to ensure timely deliveries and compliance with specifications, standards, and ethical practices. Lead subcontractor procurement, manage variations and claims, and maintain the Approved Vendor List through rigorous prequalification and due diligence. Monitor supply chains to mitigate risks and resolve issues proactively, ensuring full alignment with company policies and client requirements.
Required Qualifications
- Bachelor's Degree in Civil Engineering, Mechanical Engineering, or a related Engineering discipline
- Valid UAE Driving Licence
- Minimum 10–15 years of procurement experience in the UAE/GCC
- At least 5 years in a senior procurement role within construction, contracting, or infrastructure projects
- Proven experience in procurement of civil, infrastructure, utilities, roads, drainage, and MEP-related materials and subcontract packages
- Strong knowledge of construction materials and procurement practices
- Experience in subcontractor procurement and contract administration
- Excellent commercial negotiation and vendor management skills
- Knowledge of FIDIC contracts and construction procurement processes
- Experience with ERP systems such as Oracle, SAP, or similar
- Advanced proficiency in Microsoft Excel and MS Office applications
- Strong negotiation and commercial acumen

- High level of integrity and attention to detail
Desired Qualifications
- Professional procurement or supply chain certification such as CIPS, MCIPS, CPSM, or an equivalent qualification
- Existing professional relationships with reputable UAE/GCC suppliers, manufacturers, and subcontractors
