Senior Principal Project Development Engineer

Job Summary

Define project elements and processes for client needs, coordinating bid preparation and maintaining client relationships through all project phases. Lead major or moderate projects with complex elements, overseeing performance through shared planning of work orders and deliverables with engineering, construction, and other disciplines. Coordinate with project management to execute plans and directly supervise teams' design and technical delivery. Serve as a firm ambassador to win new work by presenting technical and design solutions directly to clients. Recommend and implement strategies supporting long-term business goals while acting as a discipline leader and subject matter expert for quality improvement activities. Develop and apply company-wide standard operating procedures and technical requirements for project deliverables. Maintain professional licensure and ensure conformance with federal, state, and local codes and regulations. This role requires final decision-making authority on technical matters and regular communication with senior leadership on strategic issues. Required Qualifications

  • Bachelor's degree in Engineering from an ABET accredited program or equivalent experience
  • Minimum 20 years relevant experience
  • Recognized as a thought leader in area of expertise and specialization
  • Proven experience leading the development and implementation of new services, processes, standards, or operational plans with significant impact on the achievement of results
  • Previous experience making decisions and recommendations that have a long-term impact (3 to 5 years) on the organization
  • PE license
  • Proficiency in production software and construction document production
  • Excellent oral and written communications skills, including ability to communicate with senior leadership on matters of strategic importance
  • Ability to effectively interact with and build strong relationships with clients, customers, contractors, and other key stakeholders
  • Proven ability to successfully address challenging or potentially controversial issues in a sound professional and business-like manner
  • Proven background and ability to make decisions that have significant impact to an organization
  • Ability to develop and execute on operational strategies and plans with direct impact on results
  • Familiarity with FDOT SWEPT system and requirements
  • Strong command of the FDOT PD&E Manual and ETDM process
  • Experience delivering FDOT District Wide and/or Continuing Services Contracts
  • Well-established contacts within FDOT Districts Four and Six
  • Ability to identify and capture a variety of FDOT PD&E and/or Transportation Planning project contracts
  • Extensive experience with the FDOT procurement process and resources
  • Ability to lead the development and finalization of standard letters of interest, expanded letters of interest, oral presentations, and interviews
  • Ability to think on their feet and pivot quickly when the situation warrants
  • Location: Ft. Lauderdale or Miami office

Desired Qualifications

  • Successful background managing multi-discipline PD&E teams made up of engineers, scientists, environmental specialists, and public engagement professionals
  • Successful history of delivering various levels of environmental documents including State Environmental Impact Reports, Categorical Exclusions, Environmental Assessments / Finding of No Significant Impacts and Environmental Impact Statements
  • Experience developing improvement alternatives for various types of roadway projects including new alignments and expansion of existing facilities
  • Experience delivering PD&E studies for a wide variety of FDOT highway projects, including Limited Access Expressways, Tolled Expressways, Urban Arterial Reconstruction and Widenings, intersection, and interchange modifications
  • Strong understanding of the traffic forecasting process, interchange modification and justification reporting process, and Purpose and Need statement creation
  • Refined written and oral communication skills
  • Understanding of the power of presentations and the importance of communicating with non-technical individuals
  • Comfortable speaking to large groups, elected boards and various public officials
