Job Summary
Lead the PASS IPT in developing and maintaining a robust program Integrated Master Schedule (IMS) that aligns with program objectives. Oversee the development and delivery of performance analysis software, simulation models, and tools to predict and validate missile functionality. Utilize Earned Value Management System (EVMS) methodologies to track and manage the program's scope, cost, and schedule. Build and lead a multi-layer team organization with delegated sub-IPTLs and Control Account Managers to ensure effective oversight and execution. Serve as the primary customer interface for all PASS IPT scope, building and maintaining strong relationships with Navy program office counterparts. Ensure Estimate at Complete (EAC) and Latest Revised Estimate (LRE) development and sign-off for the PASS IPT scope.
Required Qualifications
- Active and transferable U.S. government issued security clearance
- U.S. citizenship
- Degree in Science, Technology, Engineering or Math (STEM)
- Minimum 10 years of prior relevant experience
- Experience leading teams in software development, performance analysis, modeling, and simulation for complex systems
- Experience managing resources with multi-million-dollar annual budgets
- Ability to achieve Raytheon PM Certification Level 4 within one year of hire
Desired Qualifications
- Experience in leading and executing the design and development of performance simulation environments for missile or defense systems
- Leadership experience on efforts where EVMS and Agile execution methodologies were used in tandem
- Demonstrated ability to interact with and influence stakeholders, including the Department of Defense (DoD), commercial customers, and non-traditional customer sets
- Proven ability to develop effective internal and external customer relationships to ensure satisfaction and success
