Job Summary
Analyze, assess requirements, and develop PowerBuilder applications for the IRMS legacy system and GenTax-IRMS interfaces. Design and implement clear, maintainable code while collaborating with a multi-disciplinary team in an Agile environment. Contribute to detailed architectural discussions and customer requirements sessions to support system modernization. Requires seven years of PowerBuilder experience, seven years with relational databases, and five years with Azure DevOps. Located in Richmond, VA, this role involves backfilling Project Lighthouse to maintain tax processing systems during the rollout period.
Required Qualifications

- Work independently and collaboratively on a multi-disciplined project team in an Agile development environment
- Contribute to detailed design and architectural discussions as well as customer requirements sessions to support the implementation
- PowerBuilder Applications
- Hands-on experience developing PowerBuilder applications (PowerBuilder 12.5 or higher)
- Hands-on experience using Relational Databases (Oracle 19C or higher, MySQL, or similar)
- Design and develop clear, maintainable, and efficient code
- Experience with Team Foundation Server / Azure DevOps for version control and application lifecycle management
- Experience working with Agile / Scrum project management methodologies
- Ability to work independently as well as in a team environment
- Strong attention to detail with a result-driven mindset
- Excellent verbal and written communication skills; ability to coordinate with development teams, team leads, and business analysts
Desired Qualifications
- Technical knowledge in designing, developing and maintaining TAX processing and revenue management systems
- Product knowledge of IRMS system and/or functional knowledge
- Product knowledge of IRMS system and/or functional domain knowledge
