Job Summary
Establish and maintain relationships with law enforcement agencies in Bosnia and Herzegovina to strengthen cross-border cooperation against transnational criminal organizations and drug trafficking. Provide technical advice to improve law enforcement institutions, draft reports and assessments for the INL Director and U.S. Congress, and coordinate with other donors to avoid duplication of effort. Liaise with U.S. Embassy agency representatives, attend international conferences, and serve as an in-country consultant on border security and emerging threats. Manage programs involving law enforcement initiatives and support the formulation of the Mission Performance Plan. This role requires U.S. citizenship, 18 years of law enforcement experience, three years overseas, and basic Bosnian/Croatian/Serbian reading ability. Full-time onsite position in Sarajevo.
Required Qualifications
- U.S. Citizen
- Bachelor's degree from an accredited institution in international relations, law enforcement, public policy, or related field (10 years professional law enforcement experience can be substituted)
- A minimum of eighteen (18) years of experience with U.S. or BiH law enforcement or military, experience briefing in English
- Three years of experience working overseas in an Embassy environment
- Three years specialized experience depending on the position (e.g., intelligence, firearms, gangs, kidnapping, drugs, internal affairs)
- Knowledge of, and skill in, correct usage of English grammar, spelling, punctuation, capitalization, and style
- Basic Bosnian/Croatian/Serbian language reading ability; able to understand or grasp the main ideas of straightforward texts, routine reports, and correspondence. Ability equivalent to a recognized foreign language proficiency measurement framework, such as the National Foreign Affairs Training Center's defined level 1/1, defined as Elementary Proficiency.
- Demonstrated experience working as a TCO, border security, or financial crime expert
- Demonstrated ability to manage and oversee programs involving law enforcement initiatives
Desired Qualifications
- Demonstrated experience working in Bosnia and Herzegovina for at least fifteen (15) years and maintaining positive working relationships in a cross-cultural setting, especially with foreign officials
- Demonstrated experience working effectively with officials at counterpart agencies in BiH, including but not limited to the state, entity, and cantonal police
- Proficiency in spoken and written Bosnian/Croatian/Serbian language. Comfortable working in Bosnian/Croatian/Serbian language at or above a level equivalent to a recognized foreign language proficiency measurement framework, such as the National Foreign Affairs Training Center's defined 3/3 level, defined as General Professional Proficiency. Demonstration or proof of language capability required, unless the individual is a native Bosnian/Croatian/Serbian speaker
