Job Summary
Lead and mentor the organization's primary care clinical staff while providing direct patient care at one or multiple sites. Establish clinical culture, set strategic direction, and manage Licensed Medical Providers to drive performance toward quality and service delivery targets. Develop medical practice guidelines, oversee implementation of evidence-based practices, and ensure compliance with state regulations and privacy standards. Monitor clinical safety, risk assessment, and financial performance metrics across Primary Care, Recuperative Care, and Mobile Health programs. Collaborate with leadership teams to foster integration across mental health and substance use disorder services.
Required Qualifications
- License to practice medicine as a medical doctor or osteopathic physician, in Oregon
- Full prescriptive powers in Oregon with a DEA number
- Current BLS certification or must obtain before date of start if not current
- Must meet CCC privileging requirements as required by FTCA
- Ability to adhere to Central City Concern's drug-free workplace which encourages a safe, healthy and productive work environment and strictly complies with the Drug-Free Work Place Act of 1988
- Physical ability to bend, stoop, kneel, squat, twist, reach, pull and lift heavy objects
- Able to climb stairs several times a day
- Must pass a pre-employment drug screen, TB test, and background check. This includes clearance by the DHS Background Check Unit
- Must adhere to agency's non-discrimination policies
- Ability to effectively interact with co-workers and clients with diverse ethnic backgrounds, religious views, cultural backgrounds, lifestyles, and sexual orientations, and treat each individual with respect and dignity
- Minimum Four years' experience providing care or consultation in integrated primary care/behavioral health setting
- Minimum Four years' experience in established leadership capacity within a healthcare setting
- Must have experience with prescribing buprenorphine or be willing to receive training in buprenorphine management with onboarding
- Demonstrated leadership experience to build clinical culture and drive teams of health-care professionals to performance goals and standards
- Demonstrated leadership experience providing and communicating direction and clinical vision, and effectively managing through change
- Demonstrated leadership experience in building collaborative teams
- Knowledge, education, training, skills, and experience in a multi-disciplinary approach to physical and mental health and chemical dependency
- Knowledge, training, skills and experience in providing and supervising services in a highly diverse work environment to a highly diverse and mostly homeless population
- Excellent communication skills including diplomacy, tact, effective bedside manner with patients
- Comfort with difficult or challenging conversations
- Ability to manage time and meet deadlines
- Demonstrated ability to effectively supervise health providers
- Demonstrated ability to design, implement, develop and manage an integrated clinical care model
- Ability to keep accurate and appropriate records/documentation
- Ability to display non-judgmental attitude
- Sufficient manual dexterity and physical ability to perform assigned tasks
- Excellent problem-solving and conflict resolution skills
- Knowledge of de-escalation methods or willing to be trained in these methods
Desired Qualifications
- Preferred: Minimum Seven years' experience in providing medical care as a medical provider for individuals in a Primary Care, Public Health
- Preferred: Clinical experience providing services and/or leadership within an FQHC and/or an HCH homeless clinic setting
- Preferred: Experience providing Medication Assisted Treatment (MAT) in a primary care setting with Buprenorphine/Naloxone or Buprenorphine
