Senior Manager, Succession Planning and Talent Programs

Job Summary

Manage end-to-end implementation of succession planning processes, readiness assessments, and risk mitigation activities consistent with SOP standards. Build, document, and maintain workflows, templates, and program documentation to ensure operational excellence across talent programs. Coordinate execution of development planning with HRBPs and cross-functional teams to ensure timely successor preparation and aligned interventions. Oversee job profile and skills design milestones, facilitating stakeholder meetings and reporting packets across MTA sites and leadership. Execute annual and quarterly data collection cycles using HRIS and Power BI dashboards to validate metrics and report outcomes. Select, develop, and motivate direct reports while providing coaching, counseling, and performance reviews in a professional environment. Travel to MTA locations or external sites as needed. This operational lead translates enterprise talent strategies into consistent execution, eventually overseeing a small team to strengthen leadership continuity across the nation's largest transportation network.

Required Qualifications

  • Bachelor's Degree in Arts/Sciences (BA/BS) in Business Administration, Education, Human Resources, Organizational Development, or related field
  • Minimum of 6 years of overall related experience
  • Minimum of 2 years within a managerial role in a large, multi-faceted, fast-paced organization or governmental body
  • Minimum 3 years of strong project management or program management and succession planning experience
  • Experience leveraging assessment tools to identify and develop organizational successors and talent profiles
  • May need to work outside of normal work hours (i.e., evenings and weekends)
  • Travel may be required to other MTA locations or other external sites
  • Must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government

Desired Qualifications

  • Master's degree in Arts/Sciences (MA/MS) in a related field
  • Experience synthesizing large data sets such as workforce analysis data
  • PHR or SHRM-CP, Certified in HR or Talent Management related specialty
