Job Summary
Senior Manager leads the design and maturation of the OCM capability within RBC's US CISO organization, designing a comprehensive OCM framework aligned to security transformation objectives, establishing governance standards, defining competencies and roles, developing roadmaps and playbooks, and providing change management and communications leadership for pilots and governance initiatives. You will socialize the service model across Global/US operations, centralize OCM for product and service adoption, and embed change management best practices into enterprise security governance, including pre-deployment readiness and stakeholder engagement. Responsibilities span framework design, governance standards, competency definition, capability maturation, pilot support, metrics and feedback mechanisms, and centralized communications to enable rapid, sustainable adoption across US legal entities. Requirements include 7-10+ years in IT governance/regulatory/compliance or cyber program management, 5+ years designing OCM programs, a university degree or equivalent, and experience building centralized capabilities and governance functions across multiple entities. Nice-to-have familiarity with change management methodologies (Prosci, Kotter), and understanding of cybersecurity operating models (e.g., NIST CSF). The role offers a salary range of $120,000 - $200,000 with a full benefits package, and is based in Jersey City, NJ.
Required Qualifications
- 7-10+ years combined experience in IT governance, regulatory compliance, risk management, and/or cyber program management
- 5+ years designing and implementing organizational change management frameworks or programs
- University degree or equivalent combination of education and cybersecurity/governance experience
- Demonstrated ability to build and operationalize centralized capabilities across multiple legal entities or organizational structures
- Background building OCM or governance functions from inception
- Experience scaling pilot initiatives into enterprise-wide programs
