Job Summary
Lead post-disaster recovery housing efforts by assisting leadership in implementing policies, procedures, and regulatory compliance for CDBG-DR and FEMA programs. Schedule and assign staff, allocate resources, assess risks, and manage subcontractors to ensure on-time, high-quality delivery of low, medium, and high-volume projects. Coordinate components across the project lifecycle, validate Construction Manager performance, and provide technical assistance, training, and advisory services to clients. Serve as capture lead and proposal lead for business development opportunities while maintaining complete understanding of applicable policies and statutory requirements. Work with project managers and stakeholders to drive impactful outcomes for communities affected by natural disasters.
Required Qualifications
- Bachelor's degree
- 8+ years of combined program and project management experience
- 5+ years of in-depth experience with the Department of Housing and Urban Development's Community Development Block Grant Disaster Recovery (CDBG-DR) program
- 2+ years of experience project managing a successful high-volume housing recovery program
- 1+ years of experience working directly with FEMA's Individual Assistance Program
- Able and willing to travel (flight and vehicle) for program needs as directed
- Must have a valid U.S. driver's license
- Must successfully pass a Motor Vehicle Records (MVR) check
Desired Qualifications
- In-depth understanding of FEMA's Support to Evacuees and Survivors in Non-Congregate Sheltering Planning and Implementation Guide October 2020 and other current Non-Congregate Sheltering NCS policies
- Experience overseeing or inspecting construction contractors and subcontractors, negotiating change orders, and achieving high quality completed constructions via tools and other mechanisms
- Experience monitoring federally funded programs
- Highly experienced, intermediate to advanced, in MS Office programs and computer programs, with an ability to quickly accept and learn new technology
- 15+ years in disaster recovery, including federal, state and local government
- Certification as a Project Management Professional (PMP)
