Job Summary
Senior Management Analyst (SME) to provide Cemetery Enterprise Application Support (CEAS) across the Cemetery Management suite of cloud applications. Support OCIO operations and initiatives, assist Project Management Office in managing IT-based systems for cemetery operations, oversee Change Control Board (CCB), define and establish business processes for business systems, develop plans for operations and maintenance of cemetery management systems, align IT investments with strategic goals, create and manage project tasks and milestones for budgeting, coordinate inter-agency activities with external cemetery stakeholders, support governance and change management activities, and develop program-level documentation and presentations for stakeholders. Must support compliance activities and have a Bachelor's degree (or 5 years related experience), plus 5+ years in program management, business analysis, or management analysis, and experience with federal IT programs, AWS cloud migrations, ECMA coordination, and DoD/Army IT policies; knowledge of Agile/Scrum and the ability to obtain Secret clearance.
Required Qualifications
- Bachelor's degree in Business Administration, Information Technology, Public Administration, or related field or 5 years of related experience
- Minimum 5 years of experience in program management, business analysis, or management analysis roles
- Experience supporting federal government IT programs and operations
- Experience with program and project management methodologies and best practices
- Experience supporting AWS cloud migration projects
- Experience coordinating with Army Enterprise Cloud Management Agency (ECMA)
- Experience with DoW Authority to Operate (ATO) process and authorization packages
- Experience with DoD IT systems, cloud applications, and enterprise architecture initiatives
- Knowledge of DoD and Army IT policies, directives, and standards
- Experience with Agile, Scrum, or other iterative development methodologies
- Ability to obtain and maintain Secret clearance
