Job Summary
Operationalize the approved project M&E plan, results framework, and data-flow procedures within Tonkolili District while maintaining district indicator trackers and escalating performance risks. Coordinate routine data collection from supported health facilities, validate datasets against source documentation, and submit narrative reports in accordance with donor and government schedules. Conduct data quality spot checks, verify DHIS2 submissions, and develop corrective action plans to resolve discrepancies. Analyze project performance by facility and demographic factors to identify trends, create dashboards for management review, and present findings to support performance meetings. Provide direct supervision and coaching to assigned M&E staff, assess capacity gaps, and implement training plans to strengthen district-level data systems. Serve as the principal liaison among district health teams, the Ministry of Health, and project leadership to ensure accountability and continuous improvement in essential health services.
Required Qualifications
- Bachelor's degree in monitoring and evaluation, public health, epidemiology, biostatistics, statistics, demography, health informatics, social sciences, or another relevant discipline
- At least three years of progressively responsible experience in monitoring, evaluation, health information, or data management, preferably within public health or a donor-funded programme
- Demonstrated experience with indicator tracking, routine health data, data verification, DQAs, quantitative analysis, report writing, and presentation of findings
- Strong working knowledge of Microsoft Excel and proficiency in Word and PowerPoint; practical experience with DHIS2 or comparable routine health information systems
- Experience supervising or mentoring staff and building the M&E capacity of facility, district, or programme teams
- Strong written and verbal communication skills, sound judgement, attention to detail, and the ability to manage competing deadlines with limited supervision
- Ability and willingness to travel regularly to supported facilities, including PHUs in hard-to-reach locations within Tonkolili District
Desired Qualifications
- Postgraduate training in monitoring and evaluation, public health, epidemiology, biostatistics, health informatics, or a related field
- Experience using one or more analytical or visualization tools such as Power BI, Stata, R, SPSS, or advanced Excel, and digital data collection platforms such as KoboToolbox, ODK, or CommCare
- Knowledge of Sierra Leone's national HMIS, district health structures, and Ministry of Health reporting processes
- Proficiency in Krio and/or languages commonly spoken in Tonkolili District
