Senior Land Development Manager

Job Summary
Lead land development operations in the Laredo market, overseeing all development activities from due diligence and permitting through site development and handoff to vertical construction. Manage project schedules, budgets, and regulatory compliance; coordinate with municipalities, engineers, consultants, and utility providers; supervise infrastructure work (grading, drainage, utilities, roadways) and ensure adherence to zoning and permitting requirements. Drive cost control, value engineering, and process improvements across development projects; collaborate with construction teams for smooth handoffs; mentor internal staff, consultants, and contractors involved in development. Requires a hands-on leader comfortable working in the field and at a strategic level; strong problem-solving, organization, and cross-functional communication skills. Bilingual English/Spanish preferred; degree in Civil Engineering, Construction Management, or related field preferred.
Required Qualifications
- 7–12+ years of experience in land development, civil construction, or related field
- Strong understanding of subdivision development, infrastructure, and sitework
- Experience working with municipalities, permitting, and zoning processes
- Proven ability to manage multiple projects simultaneously
- Solid background in budgeting, scheduling, and cost control
- Leadership experience managing teams, consultants, and subcontractors
- Bilingual (English/Spanish) preferred
- Degree in Civil Engineering, Construction Management, or related field preferred
