Job Summary
Lead sprint-level application development for the CMS Drug Data Processing and Payment Reconciliation systems, managing developer workload, backlog refinement, and legacy maintenance. Own development of invoice, dispute, outlier, and reconciliation features while enforcing 80% automated unit test coverage, mandatory peer reviews, and secure code integration. Deliver code through the CMS CI/CD pipeline using GitHub, Jenkins, JFrog, SonarQube, and Snyk, coordinating releases via the CMS Change Control Board. Mentor senior and mid-level Java and AWS developers, drive technical debt reduction, and support AI-assisted development within CMS-approved governance. Participate in PI Planning, sprint ceremonies, and stakeholder demos. Requires 8+ years of software development experience with a Bachelor's degree.
Required Qualifications
- Bachelor's degree in Computer Science or related field
- 8 or more years in software development
- 3 or more years in a technical lead or team lead role
- Strong Java development expertise
- Strong Python proficiency
- Experience with Agentic AI or AI-assisted development tools for improving developer productivity, code quality, and sprint velocity
- Experience delivering inside a CI/CD pipeline: GitHub, Jenkins/CloudBees, JFrog Artifactory/XRay, SonarQube, Snyk
- Experience with Python test frameworks (Pytest, UnitTest) and database testing (DBFit/FitNesse)

- Experience with AWS application services: EC2, Lambda, S3, SQS, and API Gateway
- Experience in a SAFe Agile environment including sprint planning, backlog refinement, and PI Planning
- Ability to pass CMS and internal required background checks for public trust
- Must be available in designated U.S. states: VA, DC, MD, TN, FL, AZ, CO, OR, and TX
