Job Summary

Senior IT Programme Manager will serve as the single accountable executive for a flagship European Commission programme in Dataspace and AI, leading governance and end-to-end delivery across a four-partner consortium with a €100M+ budget. The role chairs governance boards, defines the integrated master plan, drives delivery from inception to handover, and ensures alignment with EC priorities. Key responsibilities include consortium leadership, partner performance management, EU institutional stakeholder engagement (DGs, EC sponsors), and delivery of interoperable, standards-compliant Dataspace and AI solutions while maintaining compliance with GDPR, NIS2, and EU security policies. The candidate will collaborate with Enterprise Architects, Data Engineers, Developers, Testers, and AI specialists, manage financials and procurement under EU regulations, and produce executive dashboards and milestone reports. 15+ years of IT programme experience with at least 8 years in senior roles; hands-on PM2 or equivalent; strong governance, risk, and stakeholder-management capabilities; and a Master’s degree are required. Desirable: experience with GAIA-X/IDSA/EU Health Data Space, EU AI Act implementation, and EC interoperability frameworks. The role offers a high-visibility pathway shaping Europe’s digital infrastructure, with direct engagement at the highest EC levels and cross-country coordination.

Required Qualifications

  • Minimum 15 years of IT programme/project management experience, with at least 8 years in senior/lead programme management/director roles
  • Proven experience delivering EU Commission IT programmes at scale (€50M+)
  • Experience managing multi-partner consortia as prime contractor in EU public procurement contexts
  • Deep operational knowledge of EU procurement frameworks, framework contracts, and EU Financial Regulations
  • Hands-on experience with EU programme management methodology PM2 or equivalent
  • Experience engaging with EU Member State government stakeholders across multiple countries
  • Substantial technical exposure to Dataspace architectures and/or AI programme delivery in a public sector or regulated environment
  • Bachelor's degree required (per Masters degree requirement context)
