Job Summary
Support the planning, execution, and assessment of DoD industrial workforce development initiatives within the IBAS portfolio. Analyze workforce supply and demand across critical defense sectors to identify capability gaps, shortages, and emerging skill requirements. Provide analytical support for the Build Freedom Campaign and other workforce recruitment, retention, training, and outreach initiatives. Develop workforce strategies that strengthen the Defense Industrial Base across advanced manufacturing, shipbuilding, aviation, munitions, microelectronics, and critical minerals. Collect, analyze, and interpret workforce data to develop dashboards, metrics, reports, and performance measures for senior leadership. Coordinate with DoD organizations, federal agencies, state and local governments, industry partners, academia, and trade associations to advance workforce initiatives. Prepare executive-level briefings, decision papers, white papers, congressional responses, and strategic communications products. Monitor project schedules, budgets, milestones, risks, and performance to ensure successful execution. Identify opportunities for public-private partnerships, apprenticeship programs, technical education, and workforce pipeline development. Conduct market research and benchmarking to identify workforce development best practices and emerging trends. Support the development of acquisition documentation, statements of work, funding packages, and other program documentation. Track and report performance metrics for IBAS-funded workforce projects and recommend continuous process improvements.
Required Qualifications
- Active Secret security clearance with the ability to obtain and maintain a Top-Secret security clearance
- Master's degree in public policy, Business, Economics, Workforce Development, Human Capital, Engineering, Industrial Management, or a related field
- Ten (10) or more years of relevant experience
- Equivalent combinations of education and experience, including a Bachelor's degree with additional relevant experience
- Ten (10) or more years of experience supporting workforce development initiatives at the national, state, or local level
- Experience supporting workforce development initiatives with an emphasis on closing critical workforce gaps in priority industry sectors
- Experience supporting DoD, federal workforce development programs, or Defense Industrial Base initiatives
- Experience conducting quantitative and qualitative workforce analysis, labor market research, and workforce planning
- Knowledge of Industrial Base Analysis and Sustainment (IBAS) programs and Defense Industrial Base priorities
- Experience developing executive-level briefings, reports, strategic communications, and decision support products
- Proficiency with Microsoft Excel, Power BI, PowerPoint, and other data visualization and analytical tools
- Strong analytical, research, organizational, and written and verbal communication skills
- Demonstrated ability to manage multiple projects and priorities in a fast-paced environment
- Ability to communicate complex workforce and industrial base issues clearly to senior government leaders and external stakeholders
- Demonstrated success working independently and collaboratively in high-performing, cross-functional teams
Desired Qualifications
- Experience supporting the Office of the Secretary of Defense (OSD) or another senior-level headquarters organization
- Knowledge of the DoD acquisition lifecycle and the Planning, Programming, Budgeting, and Execution (PPBE) process
- Experience briefing and advising Senior Executive Service (SES), Flag Officers, or General Officers
- Experience leading complex workforce or industrial base programs with responsibility for cost, schedule, and performance
- Project Management Professional (PMP), Certified Systems Engineering Professional (CSEP), Lean Six Sigma Green Belt (or higher), or equivalent professional certification
- Knowledge of defense manufacturing, supply chain resiliency, and industrial base challenges
- Experience with workforce planning, labor market analysis, economic development, apprenticeship programs, technical education, or workforce grant programs
- Experience supporting senior DoD leadership, interagency working groups, or public-private partnerships
