Job Summary

Research HR policy, draft new guidelines, and edit existing documents to provide broad guidance on federal HR matters. Develop, document, and implement standard operating procedures while reviewing workflows to map processes and recommend streamlining. Design reports and queries using NFC and agency databases, then establish internal controls for improved accountability. Conduct workforce studies including mobility assessments, competency models, and staffing structure analyses. This role supports the Department of Homeland Security's Office of Human Capital and Human Resources Operations Center.

Required Qualifications

  • Master's Degree
  • 10 years of federal Human Resources experience
  • Delegated Examining Certification
  • HRM Certificate from an accredited academic institution
  • U.S. citizen or Legal Permanent Resident
  • Currently reside in the United States or its Territories
  • Resided within the United States or its Territories for three or more years out of the last five
  • Valid driver's license
  • Knowledge of Health and Human Services Guidelines for federal drug testing
  • Capability of air travel
