Job Summary
Design and operationalize NPHI policies, SOPs, and decision structures for stock prepositioning, stockpile management, and rapid response. Embed emergency logistics within KEMSA's existing procurement, warehousing, and distribution systems to map fast-track pathways and surge protocols. Facilitate Emergency Use Authorization processes with the Pharmacy and Poisons Board and develop commodity forecasting tools anchored to national data systems. Build a national stockpile strategy with inventory tracking, cold chain protocols, and LMIS protocols for real-time data capture across prepositioning sites and EOC nodes. Support stock allocation between national and county Emergency Operations Centers and deliver minimum two county-level trainings. Submit weekly and monthly reports to the U.S. Embassy and Department of State while participating in weekly calls. Complete 16 deliverables across 12 working weeks with an estimated 60 days of effort.
Required Qualifications
- Master's degree or above in public health, supply chain, logistics, pharmacy, or health systems
- Minimum 10 years in health supply chain or emergency logistics
- At least 3 years at senior advisory level
- Demonstrated design and operationalization of logistics frameworks or stockpile systems in LMIC settings
- Hands-on experience with Quantimed, PipeLine, or equivalent commodity quantification tools
- Experience establishing or strengthening LMIS including real-time data capture and national system integration
- Experience within PEPFAR, PMI, or GHSA mechanisms
- Familiarity with C/AOR structures and DoS reporting
- Excellent written and spoken English
- Kenya-based or able to relocate to Nairobi for full duration
- Willing to travel to county and sub-national sites; estimated up to 20% of working time

- Familiarity with PPB, KEMSA, DHPT roles and Kenya supply chain architecture
- Familiarity with track-and-trace digitization standards
