Senior Global Health Security Advisor, Ebola Readiness and Preparedness, DOS LEAP Global - Kenya

Job Summary

Operationalize the Ebola Integrated Management System (IMS) by developing activation protocols, surge readiness plans, and standard operating procedures for case detection and response. Provide technical assistance across national preparedness pillars including surveillance, laboratory capacity, infection prevention, and point-of-entry screening. Facilitate multisectoral engagement with government ministries and agencies to coordinate emergency operations centers and avoid program duplication. Lead the development of national Ebola preparedness plans aligned with the International Health Regulations and IHR 2005. Engage directly in field implementation at county and sub-national levels to monitor program progress and build NPHI counterpart capacity. Submit weekly and monthly progress reports to the U.S. Embassy and Department of State. This 12-week assignment spans 68 days of effort across 18 deliverables, with an estimated 25% travel requirement to county sites.

Required Qualifications

  • Advanced degree (Master's or above) in public health, epidemiology, global health security, medicine, or a closely related field
  • Substantial equivalent experience (12 or more years)
  • Minimum 8 years in global health security, emergency preparedness, or outbreak response
  • At least 3 years at senior advisory or technical lead level
  • Demonstrated technical experience in Ebola preparedness, response, or related high-consequence infectious disease programs
  • Operational experience during an Ebola response
  • Practical knowledge of IMS structures including activation protocols, command structures, and inter-agency coordination
  • Experience supporting EOC coordination at national or sub-national level
  • Competency across multiple pillars: surveillance, laboratory, IPC, case management, RCCE, and POE
  • Working knowledge of IHR 2005 and the 7-1-7 target framework
  • Demonstrated experience in LMIC embedded advisory roles
  • Experience within PEPFAR, GHSA, or equivalent USG mechanisms
  • Familiarity with C/AOR responsibilities and DoS reporting
  • Proven ability to coordinate across multiple government ministries, agencies, implementing partners, and donors
  • Track record of high-quality policy briefs, SOPs, and strategic documents for government or USG audiences
  • Demonstrated experience delivering training and mentorship to government counterparts at national and sub-national levels
  • Evidence of sustainable capacity gains
  • Excellent written and spoken English
  • Kenya-based or able to relocate to Nairobi for the full 3-month duration
  • Willing to travel to county and sub-national sites
  • Estimated up to 25% of working time for travel
  • No conflict of interest with NPHI or any implementing partner receiving Ebola funds

Desired Qualifications

  • Familiarity with USG/Department of State programming
  • C/AOR experience
  • Prior experience in Kenya or East Africa
  • Working knowledge of national GHS architecture and NPHI mandate
  • Familiarity with One Health approaches and multisectoral preparedness involving Ministries of Health, Agriculture, and Environment
