Job Summary
Design and develop custom enterprise-level GIS applications using modern SDLC methods, automating workflows and integrating datasets with Enterprise Asset Management, Permitting & Licensing, and Land Management systems. Administer ArcGIS Enterprise infrastructure, including server monitoring, performance tuning, and multi-versioned geodatabase management on SQL Server. Build REST API endpoints, conduct verification testing for application changes, and perform statistical analysis leveraging AI tools to streamline development and documentation. Provide end-user support, training, and technical guidance while mentoring GIS and IT personnel. Deliver correct, complete, and consistent GIS data products aligned with township standards.
Required Qualifications
- Bachelor's degree from an accredited 4-year college or university in Computer Science, Engineering / Technology, Environmental Science, Geography, GIS, Management Information Systems or related field
- any 4-year degree from an accredited college or university in combination with a GIS certification
- Five (5) or more years of relevant professional experience working with a comprehensive Enterprise Geographic Information System
- experience with coding, programming, scripting
- leveraging AI tools for development, automation, and integration
- Must possess a Texas driver's license within the first ninety (90) days of employment
- meet the driver safety policy requirements
- Experience and proficiency with GIS software, especially Esri ArcGIS Enterprise product suite
- programming and scripting using Python, T-SQL, and/or JavaScript
- web mapping and custom application development using AI tools and coding assistants
- complex geospatial data analysis
- Experience with relational database management systems, especially SQL Server databases and geodatabases
- CAD software
- data collection, geoprocessing, and related methods
- Experience and proficiency with Esri's ArcGIS product suite, including ArcGIS Enterprise Server, ArcGIS Pro (Professional Plus & extensions), ArcGIS ModelBuilder, ArcGIS Online and/or Enterprise Portal, ArcGIS Dashboards, ArcGIS Experience Builder, ArcGIS Field Maps, and ArcGIS Survey123 Connect
- Experience and proficiency in a programming or scripting language, especially Python (ArcGIS API for Python, ArcPy), T-SQL, and/or JavaScript (ArcGIS API for JavaScript/ArcGIS Maps SDK for JavaScript, Arcade Expressions), for enterprise GIS web application, integration, and automation development
- Experience with Microsoft SQL Server Enterprise using ArcSDE and relational geodatabases, especially relationship classes
- Experience with REST endpoints and API, including web and feature services, and integration with GIS and other enterprise platforms
- Experience leveraging AI tools and coding assistants to support effective and efficient coding development, generate documentation, and analyze data
- Knowledge of Tyler Technologies Enterprise Asset Management System (EAM), Enterprise Permitting & Licensing (EPL), or other EAM and Land Management System (LMS)
- Knowledge of Power Automate and webhook configuration
- Knowledge of FME or other ETL software
- Knowledge of MS Visio program (or similar), MS Project program (or other)
- Knowledge of Adobe Acrobat and Photoshop
Desired Qualifications
- Esri Technical Certification is a plus
- Previous municipal experience is preferred
- Experience with Autodesk AutoCAD or other CAD software is a plus
- Experience with MS Office Suite software
- MS Access DBMS is a plus
- Experience with Global Positioning System/Global Navigation Satellite System (GPS/GNSS) surveying principles and data collection practices, technology, and software applications especially Trimble GPS/GNSS products, or other GPS/GNSS products
