Job Summary
Manage Foreign Military Sales (FMS) acquisition programs for Command and Control systems procured through Qatar, ensuring compliance with DoD policy and regulations. Execute system acquisition in collaboration with Government organizations including SAF/IA, AFSAC, DSCA, AFLCMC/WFNFM, FDO, and the Tri-Service Committee. Lead acquisition planning, source selection, and contract negotiation while preparing program status briefings for senior leadership. Serve as a representative to international customers and assess cost, schedule, and performance against baselines to recommend solutions. Draft RFP documentation and coordinate activities across multidisciplinary teams including engineering, logistics, and industry partners. Travel to OCONUS locations including Qatar and CONUS sites such as CENTCOM and OEM manufacturers. Maintain Active Secret clearance and work independently during periods when the Government Program Manager is unavailable.
Required Qualifications
- US citizen
- Active Secret clearance
- Bachelor's Degree in a related field
- 10 years of Relevant Experience in the respective professional discipline being performed
- 6 years of experience in the DoD
Desired Qualifications
- Master's or Doctorate Degree in a related field
- Knowledge of Foreign Military Sales (FMS) program management processes and systems, including SAMRS and DSAMS
- Knowledge of DoD acquisition lifecycle processes
- Knowledge of Air Operations Center systems, operations, policies and procedures
- Ability to assess program performance against cost, schedule, and performance baselines
- Experience developing acquisition documentation, briefings, and program reports
- Knowledge of Radar and/or Command and Control systems
- Knowledge of Middle Eastern business practices, culture, and customs
- Ability to effectively communicate with senior leadership and international partners
- Strong written and verbal communication skills for preparing acquisition documentation and briefings
- Ability to work independently and manage competing priorities
- Ability to coordinate across multi-disciplinary program teams
