Job Summary

Senior Financial Planning Analyst responsible for corporate financial planning, budgeting, analysis and control services to support the City’s capital budgeting and monitoring processes. Key duties include coordinating city-wide variance reporting, preparing capital budget memos, analyzing funding sources and capital targets, supporting creation of instructional manuals and training for budget staff, preparing reports and briefing notes for senior management, managing in-year capital budget adjustments, providing business analysis to developers when needed, participating in special projects, and communicating financial planning policies to stakeholders. Requires advanced experience in financial planning, budgeting, SAP/MS Office tools, strong written and oral communication, ability to handle multiple tasks under pressure, and the ability to work with diverse internal and external stakeholders.

Required Qualifications

  • Post-secondary education in public administration, business administration, financial management or a related discipline or an equivalent combination of education and experience
  • Progressively more responsible experience in financial planning and budgeting, analysis and management, system sustainment, variance reporting, or related areas in a large organization
  • Experience in preparing comprehensive reports and analytical summaries to support decision-making on financial, budgetary, policy, and service issues
  • Experience using Microsoft Office Excel, Word, PowerPoint and Access
  • Experience with enterprise-wide financial, human resources and budgeting systems, preferably SAP
  • Strong analytical and conceptual thinking skills and ability to develop options and recommendations
  • Excellent interpersonal, negotiation, and communication skills at all organizational levels
  • Ability to manage multiple tasks under tight deadlines and maintain confidentiality
  • Ability to establish effective working relationships with staff, client programs, external agencies, elected officials and the public
  • Familiarity with government legislation and regulations related to budgeting, financial reporting and service delivery
