Job Summary
Review technical documentation, drawings, and engineering data to define scope and quantify materials for large-scale tunnel infrastructure. Perform detailed quantity take-offs and cost analysis, including material pricing, labor calculations, and subcontractor evaluations to produce accurate estimates. Collaborate with project managers, engineers, and procurement teams to understand construction methodologies and scheduling factors influencing cost development. Prepare complete cost breakdowns, bid submissions, and financial reports for internal leadership and external stakeholders while maintaining cost-tracking tools to monitor budget performance. Contribute to value engineering, risk reviews, and cost-optimization initiatives aligned with quality and safety standards. Stay informed on market conditions and supply-chain dynamics to ensure estimates remain competitive. This role supports the Hudson Tunnel Project, a landmark $12 billion federal transit initiative serving 800,000 daily passengers across the Northeast Corridor.
Required Qualifications
- Bachelor's degree in Civil Engineering, Construction Management, Quantity Surveying, or related field
- Proven experience as an Estimator, Cost Estimator, or Quantity Surveyor in tunnel construction or infrastructure projects
- Proficiency in cost estimating software, construction cost databases, and MS Excel for detailed analysis and reporting
- Strong knowledge of construction methods, materials, and labor costs specific to tunnelling and underground construction
- Excellent analytical skills, attention to detail, and ability to work under pressure to meet tight deadlines
- Effective communication skills and the ability to collaborate with multidisciplinary teams and external stakeholders
- Experience in Federal Transit Agency projects
- Familiarity with transit agencies (Such as PANYNJ, NJT, MTA, LIRR, Amtrak)
Desired Qualifications
- Experience in delivery in programs or portfolios of significant value >$1bn is a significant advantage
