Job Summary
Senior-level, fully remote-capable role focused on strategic employee relations in the federal civilian context. The position centers on providing expert guidance to federal supervisors on highly complex ER matters—adverse actions, MSPB proceedings, EEO, settlements, investigations, and policy development in collaboration with Legal/General Counsel. Responsibilities include intake consultations, determining action paths and due process steps, drafting and reviewing disciplinary and legal documentation, coordinating investigations, advising on adverse actions, administering bargaining-unit grievances and ADR pathways, and supporting training for supervisors on performance management, RA processes, and discipline procedures. The role requires interpreting 5 CFR 752 and 5 CFR 432, building and maintaining case files, coordinating with MSPB/arbitration teams, and ensuring confidentiality and proper records handling. The position offers a hybrid work schedule and benefits package. The physical locations listed reflect remote/hybrid options within Maryland (Silver Spring) and related address in Maryland, US.
Required Qualifications
- Minimum of seven years of experience developing expert-level strategic approach and recommendations and consultation on highly complex and sensitive Federal civilian employee relations matters (EEO, MSPB, adverse actions, settlements, administrative investigations)
- experience interpreting and applying 5 CFR 752 and 5 CFR 432
- experience developing and implementing Federal employee relations policies in coordination with Legal/General Counsel
- strong documentation, case management, and litigation coordination skills
- ability to coordinate with Labor Relations, EEO/Disability Programs, Security/Investigations, Counsel, and HR Operations
- ability to prepare management for hearings/third party proceedings (MSPB, arbitration, mediation) and draft settlement frameworks
- training capability for supervisors on performance management, RA processes, and discipline/adverse action procedures
- familiarity with concept of Weingarten rights for bargaining unit employees
- ability to analyze facts/evidence and align disciplinary actions with applicable policies and due process
- experience building defensible case files (evidence inventories, interview summaries, affidavits, exhibits)
- ability to draft or quality-check disciplinary letters and related documentation
- knowledge of merit system principles and veterans' preference (where relevant)
- experience coordinating with Legal Counsel and MSPB litigation stakeholders
- ability to interpret agency directives and case law in ER matters
- attention to confidentiality and proper records handling
