Job Summary

Design and maintain the compliance infrastructure across the delegate network, translating federal and state regulations into clear implementation standards and monitoring frameworks. Own the corrective action framework, including protocols, timelines, and documentation standards, while overseeing root cause analysis for significant incidents. Lead a cross-network community of practice for Directors of Monitoring & Compliance to ensure consistent adherence to organizational standards across six states. Synthesize compliance intelligence from Directors of Implementation to identify systemic risks and update policy infrastructure. Serve as the primary liaison to delegate leadership, presenting findings to governing bodies and maintaining regular engagement through at least two annual site visits. Supervise the Directors of Implementation and Content & Knowledge Systems Manager, managing hiring, training, and performance evaluations.

Required Qualifications

  • Bachelor's degree
  • Master's degree in public policy, early childhood education, or a related field
  • Minimum of seven (7) years of experience in policy development, regulatory compliance, or program administration
  • At least three (3) years in a senior supervisory role overseeing director-level staff
  • At least two years demonstrated experience leading compliance within multi-site or multi-state Head Start or similar federally funded early childhood programs
  • Experience navigating multi-state licensing frameworks
  • Experience serving as an organizational lead in federal compliance contexts, including federal monitoring reviews, regulatory interpretation, or compliance negotiations
  • Physical exam and background checks
  • Valid driver's license
  • Reliable transportation
  • Travel up to 20% for work-related meetings and site support
  • At least two visits to each delegate annually
