Job Summary
Senior Cost Manager / Quantity Surveyor for a hyperscale data center in Manassas, VA. Lead cost management across the full construction lifecycle, including estimating, evaluating, and negotiating change orders; develop and present cost plans, budgets, and final plans at key milestones; review and reconcile design and contractor estimates; manage change control, logs, contingency drawdowns, and cost impact reporting; coordinate inputs from consultants, subcontractors, suppliers, and engineers; inform engineering and design priorities based on cost and constructability; provide commercial input into design optioneering and value management; prepare commercial reviews of contractor submissions and risk commentary; produce monthly cost reports and manage post-contract variances and final accounts; mentor team members and uphold Turner & Townsend’s values; SOX controls may be part of the role; requires a Bachelor’s degree in a related construction discipline and 5–7+ years of cost/commercial management experience; on-site presence required as per client needs.
Required Qualifications
- Bachelor’s degree in Construction Management, Cost Management, Quantity Surveying, Engineering, or a related construction discipline
- 5–7+ years of relevant experience in a cost management or commercial management role within the construction industry
- Experience leading cost and change management on medium to large, technically complex projects (preferably data centers, mission-critical facilities, or major infrastructure)
- Strong understanding of procurement strategies, contract administration, value management and value engineering
- Experience implementing and managing formal change control processes and advising clients on commercial risk and mitigation
- RICS accreditation or working toward chartership preferred
- Excellent written and verbal communication skills with stakeholder engagement ability
- On-site presence and requirements may change depending on client needs
