Senior Cost Manager / Quantity Surveyor – Data Center Construction

Job Summary
Senior Cost Manager / Quantity Surveyor for hyperscale data center construction program in the Houston area. Responsibilities include developing and maintaining detailed cost plans, budgets, and estimates across design and construction phases; preparing monthly cost reports and executive summaries; coordinating cost data from designers, contractors, subcontractors and vendors; maintaining benchmarking and built-cost records; leading procurement support, scope validation, and commercial negotiations for major trade packages; managing final accounts and inter-contract change-management workflows; maintaining cost-control systems with tracking of commitments, variances, and trends; supporting contingency planning and cost-risk analysis; coordinating cost, schedule, and scope with project controls and site delivery teams; leading value-engineering and cost-optimization efforts across phases, systems and trades including mission-critical MEP infrastructure; monitoring market conditions; serving as primary client interface; preparing commentary on contractor submissions; ensuring compliance with business management systems; mentoring junior team members; supporting margin tracking and resource forecasting; SOX control responsibilities may be part of this role.
Required Qualifications
- Bachelor’s degree in Quantity Surveying, Construction Management, Engineering, or related field
- 5–7+ years of cost management or project controls experience on medium‐ to large‐scale construction programs
- Experience with mission‐critical, data center, industrial, or large campus‐scale developments preferred
- Consultancy experience strongly preferred
- RICS accreditation (or progress toward certification) preferred
- Excellent communication, negotiation, and stakeholder‐management skills
- High analytical capability and attention to detail
- Proficiency with standard cost management tools and Microsoft Office
