Job Summary
Provide and manage the cost framework, systems, and resources to deliver an effective cost control and reporting service to Project Managers and Sponsors. Prepare, monitor, and forecast baselines and expenditure profiles across all project phases, while maintaining the cost control database and validating data across systems. Generate cost reports including earned value analysis, identify critical trends, and recommend recovery options. Mentor Assistant Cost Engineers and ensure all commitments are recorded within approved financial limits. Maintain an estimate of outturn value and prepare EACs for review. Support the risk process and provide project outturns against baseline for LFE and Knowledge Management. Ensure data accuracy, highlight issues to stakeholders, and maintain compliance with approved processes and Project Execution Plans.
Required Qualifications

- Experience in Cost Engineering
- Ability to provide and manage cost frameworks, systems, and resources
- Capability to prepare, monitor, and forecast baselines during all project phases
- Capability to prepare, monitor, and forecast expenditure profiles
- Ability to provide accruals where needed
- Skill in preparing cost reports including earned value analysis
- Ability to identify critical areas and trends
- Capability to recommend recovery options
- Experience maintaining cost control databases
- Ability to validate data across systems
- Skill in ensuring commitments are recorded
- Capability to maintain forecasts within approved financial limits
- Experience estimating outturn value of projects
- Ability to prepare EAC for review and approval
- Capability to provide information to support the risk process
- Experience providing project outturns against baseline for LFE and Knowledge Management
- Ability to mentor and support Assistant Cost Engineers in their development
- Skill in ensuring accuracy of data communicated and reported to stakeholders
- Capability to highlight current and potential issues
- Experience maintaining compliance with approved processes, procedures, and Project Execution Plans
- Ability to contribute to continuous improvement of functional quality and performance of Project Controls
- Capability to work in compliance with the Collaborative Management Plan and appropriate SLMS documents and protocols
