Senior Corporate Counsel - Economic Development & External Relations

Job Summary
Structure, draft, and negotiate economic incentives, community benefit agreements, and utility documentation. Represent Rowan in proceedings and hearings with government officials, policymakers, and community stakeholders. Coordinate strategy for state and local legislative, regulatory, and land use matters affecting development and energy policy. Advise leadership on permitting actions, audits, and political engagement including lobbying. Manage outside counsel across multiple jurisdictions and assist in developing internal policies and precedent documents. Serve as a partner to cross-functional teams to de-risk and execute development projects. Requires a JD with active license, 5-7 years of experience in regulatory affairs and economic incentives, and ability to travel up to 30%. Based in Denver, CO, with a hybrid work environment and competitive compensation ranging from $150k to $175k.
Required Qualifications
- JD from an accredited U.S. law school
- Active license to practice law in the jurisdiction where you live
- Mid-level attorney (5-7 years' of experience)
- At least 4+ years' experience focused on regulatory and/or governmental affairs and engagement
- At least 4+ years' experience focused on economic incentives and community benefits
- At least 4+ years' experience focused on policymaking
- At least 4+ years' experience focused on land use
- Strong drafting skills
- Strong negotiation skills
- Strong communication skills
- Ability to manage outside counsel
- Ability to oversee multiple high-priority projects simultaneously
- Experience providing legal counsel for data centers or other industries involving complex land development
- Ability to work effectively in a fast-paced, cross-functional environment
- Comfort with ambiguity
