Job Summary
Manage construction projects from inception through close-out, overseeing scope, safety, quality, schedules, and costs while coordinating with architects, engineers, and general contractors. Lead the management of design contracts, review constructability logic, and ensure design documents comply with federal, state, and local regulations. Develop and implement department-wide process improvements, key performance indicators, and policies, while conducting cost benefits analyses and drafting recommendations for procedural changes. Supervise multiple projects concurrently, mentor contract project managers, and prepare executive-level reports for Board meetings. Represent the Capital Construction Department in meetings with internal and external stakeholders to resolve issues throughout the project life cycle. Must be available to respond to crisis situations twenty-four hours a day, seven days a week.
Required Qualifications
- Graduation from an accredited college or university with a Bachelor's degree in Construction, Public Policy, Urban Planning or other related degree
- 6-8 years of experience in the administration of government contracts and programs
- Strong leadership skills
- Excellent verbal and written communication skills
- Policy/procedural experience
- Demonstrate the ability to provide strategic direction
- Ability to balance the need to meet the details of the requirements while fulfilling the broader organizational vision and goals
- Willing and able to act proactively
- Detail-oriented
- Ability to manage multiple projects
- Strong problem-solving and interpersonal skills
- Ability to meet schedule and budget commitments in a dynamic environment
- Valid driver's license
- Insurable by JHA's insurance
- Valid Florida Driver's License
- Strong knowledge of the principles, practices, and regulations within city and state building codes
- Strong knowledge of NFPA and local fire codes
- Knowledge of HUD and organizational regulations, policies, and procedures
- Knowledge of Microsoft Office Suite, copier, printer, and fax
- Knowledge of the principles of communication
- Knowledge of computer operations, hardware, and software
- Ability to understand and follow oral and written instructions
- Ability to read, understand, and apply HUD and organizational rules, policies, procedures, and instructions
- Ability to communicate orally and in writing
- Ability to establish and maintain effective working relationships with the residents, businesses, and other organizations
- Ability to use sound judgment in order to make decisions in accordance with established procedures and guidelines
- Skilled in analyzing situations in order to identify problems and offer practical solutions
- Must be available to respond to crisis situations twenty-four hours a day, seven days a week
- A successful applicant will be required to pass a background check including but not limited to employment history, criminal record and driving record
- May be subject to a pre-employment drug screening
Desired Qualifications
- Master's Degree preferred
- A working knowledge of federal, state and local housing regulations and budgeting/accounting principles is preferred
