Senior Construction Project Manager (Capital Projects)

Job Summary
Lead assigned capital projects from acquisition through closeout as the owner's representative, providing accountability for scope, schedule, budget, risk, and delivery performance. Manage Design-Build procurement including RFQs, RFPs, negotiations, and contract awards while overseeing multidisciplinary teams of architects, engineers, consultants, and contractors. Direct Project Managers on assigned projects, review deliverables for quality and compliance, and execute risk management, change order evaluation, and stakeholder coordination. Monitor schedules and budgets, develop mitigation strategies, and present executive-level reports on key performance indicators. Ensure adherence to public-sector requirements, building codes, and regulatory activities including permitting and utility coordination.
Required Qualifications
- BA/BS degree in Engineering, Construction Management, Architecture, or a related field
- 8 years of relevant construction and capital project management experience
- demonstrated equivalency of experience and/or education
Desired Qualifications
- 15+ years of relevant construction and capital project management experience
- Demonstrated experience serving as an owner's representative, Senior Project Manager, or lead Project Manager for complex capital construction projects
- Experience managing projects through acquisition, due diligence, feasibility, pre-development, design, procurement, construction, commissioning, and closeout
- Significant experience managing Progressive Design-Build and Design-Build project delivery
- Experience developing or supporting RFQs, RFPs, proposal evaluations, interviews, negotiations, and Design-Build contract awards
- Experience managing large-scale, technically complex, or highly visible public-sector capital projects
- Experience with courthouse, judicial, civic, institutional, government, or other complex public facilities
- Demonstrated ability to manage multidisciplinary design consultants, contractors, Design-Build teams, and specialty consultants
- Strong knowledge of project controls, scheduling, cost management, change management, risk management, and quality assurance processes
- Experience managing projects in active or occupied facilities with complex stakeholder and operational requirements
- Demonstrated ability to communicate effectively with executive leadership, public agencies, end users, consultants, contractors, and other project stakeholders
- Experience supervising or providing technical and project leadership to Project Managers and other project delivery professionals
- Strong written, verbal, organizational, analytical, negotiation, and problem-solving skills
- Professional Engineer (PE), Registered Architect (RA), Project Management Professional (PMP), Certified Construction Manager (CCM), or Design-Build Institute of America (DBIA) certification
