Senior Civil Design and Program Manager

Job Summary

Lead complex design projects from planning through construction, managing multi-discipline teams locally and remotely while interfacing with clients and regulatory agencies. Develop and review design plans, specifications, and cost estimates, then oversee engineering reports and prepare proposals, fee estimates, and schedules. Conduct field inspections to ensure compliance with design standards and provide technical guidance and mentorship to junior engineers. Assess market trends to lead strategy and assist in proposal development to capture expanded service suites. This hybrid role supports projects throughout the Northeast US, requiring a PE license in NY or ability to obtain within one year. Deadline is October 29, 2026.

Required Qualifications

  • Bachelor's degree in Chemical, Civil or Environmental engineering, or other related field
  • 10 years of relevant experience
  • Professional Engineer in the state of NY, or ability to obtain PE licensure within 1 year of employment
  • Demonstrated experience developing engineering deliverables such as engineering reports, design drawings, technical specifications, and other detailed engineering deliverables
  • Proven and demonstrated experience working on stormwater, water, wastewater, or flood protection/resilience projects
  • Valid U.S. Driver's License
  • Must pass AECOM's Motor Vehicle Records Review
  • Must be able to attend an in-person Day 1 onboarding at an AECOM office location
  • Home base in Buffalo, NY, Rochester, NY or Syracuse, NY
  • Support projects throughout the Northeast US
  • Hybrid position availability

Desired Qualifications

  • 15 years of extensive project experience in municipal water, wastewater and/or stormwater design, analysis, installation, inspection, and management in design within dense urban settings
  • Excellent communication skills and the ability to be client-facing
  • Strong knowledge of water/wastewater/stormwater design codes, standards, and regulations
  • Pipeline condition assessment and rehabilitation experience
  • Experience with combined sewer overflow communities with planning, design and construction of combined sewer overflow infrastructure (Storage tanks/tunnels/sewer separation)
  • Coordination of projects with civil design and modeling teams
  • Strong communication skills in coordinating with clients, sub-consultants, regulatory agencies, and members of the public to accomplish assigned objectives
  • Strong commitment to ensuring safe project execution
  • Excellent organizational skills and the ability to work well in a team environment
  • Makes decisions independently on engineering problems and methods
  • Self-starter and ability to take initiative
  • Experienced technical writer
