Independently manage complex operational purchasing transactions involving higher dollar values, non-standard terms, or heightened compliance considerations across goods and services. Support purchasing activities for research, grants, and sponsored programs by ensuring allowability, documentation, and adherence to University policies and federal regulations. Apply sourcing best practices to prepare basis-of-award documentation and support competitive purchasing below formal bid thresholds. Serve as a senior-level resource for complex scenarios, policy interpretation, and documentation standards while providing guidance and informal training to shared services staff. Review purchasing requests for completeness prior to execution and collaborate with Accounts Payable, Contract Compliance, and Treasury to resolve payment issues. Build relationships with internal customers and external suppliers to support timely issue resolution.
