Job Summary
Senior Buyer responsible for the purchasing process from planning/initiation through close-out for engineering and construction management projects. Interfaces with Engineering, Expediting, Vendor Quality Surveillance, Logistics, Site Materials Control, Project Controls and Construction. Leads the formation of Bidder’s Lists, preparation of bid documents, and management of the bidding process, including technical queries, addenda, and invitation to bid. Manages purchase orders, commercial terms, and changes, and coordinates with clients to establish suitable general terms and conditions. Oversees awards, administration and closure of POs, with attention to compliance with legislation, incoterms, and importation requirements. Provides supervision and development for the purchasing team and reports on procurement performance, cost savings, and schedule delivery.
Required Qualifications
- Extensive experience in an EPCM project environment on capital projects, specifically purchasing of project material (tagged, engineered and bulk)
- Procurement related training and general supervisory/management training
- Contractual knowledge base for drafting commercial terms and conditions
- Excellent negotiation skills
- Experience with Incoterms, freight forwarding, and clearance requirements
- Knowledge of purchasing/contracting strategies and related processes
- Experience with materials expediting, vendor quality surveillance, logistics and site material control
- Proven managerial skills and ability to supervise purchasing personnel
- Experience with governance and compliance in procurement processes
- Experience with vendor management and supplier relationships
- Ability to draft and execute supplier agreements and purchase documents
- Awareness of regulatory frameworks related to corporation, taxation, and importation laws
